Community Action Partnership of Madera County, Inc. (CAPMC) is a public non-profit 501(c)(3) organization. Since it was incorporated in 1965, CAPMC has been making a positive difference in our county. CAPMC is committed to improving the social well-being and economic capacity of low to moderate-income individuals and families, as well as providing opportunities to achieve economic independence.

Community Action Partnership of Madera County, Inc. (CAPMC) serves as a pivotal resource for individuals and families facing poverty. We offer a comprehensive array of programs and services aimed at enhancing life quality. Our initiatives include child care solutions, support for survivors of domestic violence, energy assistance and weatherization programs, Head Start for children from birth to age five, shelter provisions, and services for sexual assault survivors. These efforts are tailored to empower our community members and foster sustainable improvement in their living conditions.

Dear Friends and Supporters,

As I reflect on the past year, I am overwhelmed with gratitude for the incredible impact we have made together at Community Action Partnership of Madera County, Inc. (CAPMC). Amidst the challenges and uncertainties, your unwavering support and dedication has been the driving force behind our success. 

"Our impact extends far beyond the numbers. It's seen in the smiles of children who now have a safe place to call home, in the empowerment of survivors reclaiming their lives, and in the resilience of individuals overcoming obstacles to achieve their dreams."​

In 2023, we have witnessed remarkable transformations in the lives of those we serve. Through our programs and services, we have provided essential support to individuals and families facing adversity – offering hope, healing, the tools needed to thrive. Whether it’s providing shelter to those experiencing homelessness, counseling survivors of domestic violence, or offering quality educational opportunities to underserved children, each interaction has been a testament to the power of compassion and community.

As we celebrate our achievements, let us also acknowledge the challenges that lie ahead. The need for our services has never been greater, and there is still much work to be done. But I am confident that with your continued support, we will rise to meet these challenges head-on, ensuring that no one is left behind.

Mattie Mendez

Executive Director

Mattie Mendez assumed the position of Executive Director for CAPMC in August of 2011. Prior to that, she served as the Head Start Director for both Madera Migrant Head Start and Madera/Mariposa Head Start programs for Community Action Partnership of Madera County, Inc. since 2005 and in other capacities within the agency since 1994.

Irene Yang

Human Resources Director

Irene Yang is the Human Resources Director with Community Action Partnership of Madera County, Inc. (CAPMC). In this role, Irene Yang leads the Human Resources team providing all aspects of workforce functions, including recruitment, safety, employee relations, compensation & benefits, compliance, and training & development.

Maritza Gomez-Zaragoza

Head Start Director

Maritza has been with CAPMC for over 20 years and is currently the Madera/Mariposa/Fresno Head Start Director. Her first job with CAPMC was a Program Assistant. As a Program Assistant she supported all CAPMC programs – Head Start, Victim Services, Community Services and Resource and Referral.

Ana Gudino

Community Services Program Manager

Ana Gudino graduated from California State University, Fresno, with a bachelor’s degree in social work in 2014. During her final year at CSUF, she completed her internship at Community Action Partnership of Madera County (CAPMC). Upon graduation, she joined CAPMC as a Customer Assistance Technician

Leticia Murillo

Child Care Alternative Payment and Resources & Referral Program Manager

Leticia Murillo has been with CAPMC for over 10 years. She began as a Data Entry Technician for Head Start in 2005. She transferred to the Child Care Alternative Payment and Resource & Referral Program in 2006 as a Family Services Associate, to help families obtain subsidized child care.

Jennifer Coronado

Victim Services Program Manager

Jennifer has been working in the field of victimology for over fifteen years. Her journey began at CAPMC-Victim Services in 2008, where she started as an intern/volunteer on the 24-hour crisis line. In 2011, with her education completed she was hired as an Advocate III with the Victim Witness program.

Xai Vang

Information Technology (IT) Program Manager

Xai has been with CAPMC for more than 10 years. He began with the Agency as an IT Help Desk Assistant and now holds the position as the Information Technology Manager. He has played a crucial role in establishing a Wide Area Network that connects all CAPMC offices and Head Start Schools across Madera, Mariposa, and Fresno Counties.
