Providing Care to Subsidized Families

Thank you for providing care to the families served by Community Action Partnership of Madera County’s (CAPMC) subsidized child care programs. Below you will find information that will assist you.

Provider types

The Alternative Payment Program (APP) offers different subsidized child care programs, and parents from those programs choose their child care provider. Each subsidized child care program has specific requirements on the types of child care providers that participating parents can choose from. Below is a brief description of the three different provider types:

  1. License-exempt providers

Care can be provided by anyone who meets the following requirements:

    • Is 18 years of age or older;
    • Has a valid California ID;
    • Has a Social Security Card;
    • Passes TrustLine (in Spanish) if not the blood related aunt, uncle, grandmother or grandfather of the child that care is being provided for; and
    • Completes CPR/First Aid and Child Care Health & Safety training.

The location of care depends on different factors but typically occurs in the provider’s or the child’s home (with authorization from the parent’s Family Service Associate (FSA) and based on the number of children in care).

If you are a license-exempt provider and you are interested in caring for the children of a family enrolled in one of our subsidized child care programs, please note that you must be selected by that family. APP does not provide services to link license-exempt providers to enrolled families.

If you are a license-exempt provider and you would like to become a licensed family child care provider click here to find out more on how Child Care Resource & Referral (CCR&R) can assist you.

    2.  Licensed family child care providers

Care is provided in the licensee’s own home and reflects a home-like environment. Non-medical care and supervision is provided for periods of less than 24 hours. This provider type has a license to provide child care.

If you have a licensed family child care home and are not currently registered with our Child Care Resource & Referral (CCR&R) Program, call us at (559) 675-8469 to be placed on the Child Care Provider Referral Database for Madera County. You will be asked to update your information every three to six months.

    3.   Licensed child care centers

Care is usually provided in a commercial building. Non-medical care and supervision is provided for periods of less than 24 hours. This provider type has a license to provide child care.

If you have a child care center and are not currently registered with Child Care Resource & Referral (CCR&R) Program, call us at (559) 675-8469 to be placed on the Child Care Provider Referral Database for Madera County. You will be asked to update your information every three to six months.

Provider reimbursement

APP provides reimbursement to hundreds of child care providers each month. Because of this, reimbursement checks are paid out to providers on a pre-determined schedule. To view or download the Provider Payment Calendar, click here.
